Add wings to a large bowl. Sprinkle with salt and pepper then add the corn starch and toss the wings until fully coated.
Add butter, garlic powder, onion powder, and parsley to a medium saucepan over medium heat. Bring to a boil, then remove and set to the side.
Spray the air fryer basket or rack with cooking oil. Place the wings in a single layer in the air fryer basket. Cook at 400°f for 15 to 20 minutes.
Remove the cooked wings and add to a large bowl. Add the garlic butter sauce and half the Parmesan cheese. Toss to coat.
Return wings to air fryer basket and cook at 400°F for 3 more minutes or until sauce is hot. Toss the wings with the remaining cheese and serve.
